It is based a few hundred years in the future and all the technology is highly advanced compared to what we have now. Gully having his face tattooed like a tiger hints that tattooing is long forgotten in that age, since nobody knows how to remove them. The obvious being space travel is as easy as getting in your vehicle and driving to the grocery store in this novel. They have spacecrafts that can spend, as Alfred Bester describes, a weekend on saturn.
